About Us

The Illinois Energy Conservation Authority, NFP (IECA), is an Illinois tax-exempt 501(c)(3) nonprofit corporation that was formed to bring innovative C-PACE program administration to Illinois and currently administers programs in most of northern Illinois, along with other urban centers across the State. The IECA has compiled a team of Slipstream, partners, advisors, and consultants with deep ties to the region and extensive experience in serving the commercial real estate industry, as well as over eight years of experience in C-PACE around the country.

IECA is the leading C-PACE program administrator in the state and continues to expand adoption of the IECA PACE program to participating communities throughout Illinois. The IECA is uniquely positioned to assist the Greater Chicagoland area and outlying areas in establishing successful commercial PACE (C-PACE) programs that will support greater economic development activity, as well as contribute to developing high-performing buildings through the installation of energy efficiency and clean energy technologies.

Slipstream, a clean-energy focused nonprofit organization, provides core C-PACE Program Administration Services: the proprietary C-PACE technology platform, application management, and technical review. Slipstream’s role also includes the management of capital provider relationships, contractor qualification, along with providing marketing and training. Slipstream partners with utilities, local and state governments, regulatory agencies, and other organizations to create, test, deliver, and scale the next generation of energy efficiency and renewable energy programs that move us farther, faster toward a clean energy economy.

Our Team

​Holly Edinger, Program Manager​

Holly is a program manager at Slipstream Inc. with 18 years of experience in community development, brownfields redevelopment, and federal grant coordination. Holly is the manager of the Property Assessed Clean Energy (PACE) financing program for Wisconsin and serves as application processor for Virginia and Illinois PACE programs. She works to ensure compliance with state statutes and program policies while driving investment into energy conservation on commercial properties.

Kimberly Johnston, Market Development Director

With more than 25 years of experience in project management, strategic business development, and financing programs. Kimberly is responsible for business development, marketing, education, and outreach efforts for PACE—promoting a variety of financing programs, products, and services. Kim has developed and implemented target marketing, education, and outreach (ME&O) for PACE Wisconsin (2014-2025), IECA, and Clark County, Nevada. Kim started her career in finance, developing microfinance programs for the World Bank, the Asian Development Bank, and USAID. She worked her way to commercial property assessed clean energy programs. Kim also collaborates with stakeholders to develop PACE outreach, creating press releases, articles, and providing media kits to news outlets and trade media. She enjoys working with commercial property owners, capital providers, and developers to provide education on potential PACE projects and how to best use PACE programs.

Tim Mathison, Slipstream, Legal Counsel

Tim has over a decade of legal experience and five years of involvement with C-PACE.  He serves as Slipstream’s senior manager for C-PACE programs. Tim’s background in real estate combines private practice, title, and public sector experience in Illinois and Wisconsin.  He holds a J.D. from UIC John Marshall Law School in Chicago, a B.A. from the University of Wisconsin-Madison, and has completed additional legal study at Marquette University in Milwaukee and the Honorable Society of King's Inns in Dublin, Ireland.  Tim is admitted to practice law in the State of Wisconsin.
